How the All-CIF football teams are selected …

The coaches select them. There are 13 CIF-Southern Section 11-man football divisions, and two CIF-SS 8-man football divisions.

The coaches in those divisions meet and select their divisions’ All-CIF teams. Just like how coaches select the all-league teams.
