		<description>In order for this to be fair, the RC's shld be able to be petitioned in certain cases. Too often, the Refs act as God (yes there calls stand during a match), yet they are human beings &#38; subject to mistakes too.

I understand &#38; agree w/ the intent of this law but I've seen blantant &#38; horrible RC's issued before and without a review commitee of the RC, I believe this to be unfair.</description>

Personally, I think this rule could have been tougher - especially that part of three reds on probation. My goodness, that is loose</description>
